Scale of Flute
Now, coming to scale. C scale is preferred for the beginners, but its not the rule and you can opt for any scale other than C too. Principle of playing the flute is same for all.

Size
Flute comes in different sizes as you would have seen multiple times. Frequency of the flute depends on the size of the flute.
Low size flutes have high frequencies and large size flutes have low frequency.
So, beginners should go for medium size flute.
Quality check
There is no need for quality check for the poonam flutes.
But, if you are purchasing from any local shop then you can match the sound after pressing 1st 3 holes (which is the scale of the flute) with the piano app on mobile itself.
Conclusion
Beginners - Go for C scale medium size flute (according to your budget chose poonam or else)
Experienced- can go for other scales in large size.
